Texas indexed 87,391 projects with decisions in 2025 across 231 counties, with 109,854 approved and 1,119 denied actions (99.0% approval rate). Tarrant County led with 5,485 projects (6% of the state), followed by Collin County (3,849) and Parker County (3,201). Together those three counties accounted for 14% of indexed activity.
