Staff report

A staff report is the planning department's written analysis of a development request, with site facts and a recommendation for the board.

Also called staff recommendation or agenda report.

What it tells you

The staff report is often the richest public source on a project: units, acres, square feet, the applicant, the engineer, and conditions like road improvements. It shows what the developer must build beyond the project itself.

How it moves through a city or county

  1. Staff review the application and gather comments from engineering, fire, and utilities.
  2. They write the report and recommended conditions.
  3. The report is posted with the agenda, usually days before the meeting.
  4. The board uses it at the hearing and may adopt its conditions.

Format and detail vary a lot: some are one page, others run to hundreds of pages with plans and studies attached. A few places share them only on request.

Common questions

Does a staff recommendation decide the outcome?
A staff recommendation doesn't decide the outcome; planning staff only recommend. The planning commission or council decides and can vote against staff.
Where do I find a staff report?
A staff report is usually in the meeting packet on the city or county website, linked from the agenda item. Older reports may need a public records request.

Rules vary by state, county, and city. These pages describe common practice, not legal advice.

Read the filings behind each project.

Boardwalk reads meeting packets, which often include staff reports, and links each project to them.
