## What it is

A final plat matches the approved preliminary plat, with exact surveyed lots, easements, and land given for streets. Recording it creates the legal lots.

## What it tells you

A final plat means lots are close to ready, so home building permits often come next. It matters to homebuilders buying lots, title companies, utilities, and trades.

## How it moves through a city or county

1. The developer submits the final plat with engineering plans.
2. Staff confirm it matches the preliminary plat and its conditions.
3. The developer builds the streets and utilities, or posts a bond to cover them.
4. Staff, the planning commission, or the council approves it, and it is recorded with the county.

In many places staff approve final plats without a hearing, so they may not appear on an agenda. California calls this step a final map.

Rules vary by state, county, and city. These pages describe common practice, not legal advice.

## Common questions

### Can homes be built before the final plat is recorded?

In most places, building permits for new lots wait until the final plat is recorded. Some allow model homes or site work earlier.

### Why are final plats approved in phases?

Developers often record a large subdivision in phases to match sales and spread out the cost of streets and utilities. Each phase gets its own final plat.
